Manages a team of: 30

Responsabilities

Member of the HQ management, he leads a Department which supports:

  • the UIC statutory working body of the Rail System Forum (RSF).
  • Responsible for managing a multi-disciplinary and multi culturally team of in-house program managers, junior and senior advisor, administrative staff, together with the supervision of contracts awarded to external consultants and contractors,

The direct management of the following sectors:

  • Rolling stock and Energie
  • Asset Management and Infrastructure
  • Standardization
  • Labelling

The coordination within the Rail System Forum of:

  • the Telecom and Signaling aspects that are within the scope of the Department of Digital System and innovation.
  • the Operation and Safety aspects that are within the scope of the Department Operation, Safety and Freight
  • is carried out in alignment with the strategies of both departments concerned
  • the involvement of UIC in EU and other Research programs (especially S2R, H2020…) that are in relation with Rail System Forum subjects.
  • The participation in various projects, steering groups and UIC statutory meeting to ensure the progression of the agreed program of work.
  • Representing UIC, and the viewpoint of the Rail System Forum, in meetings with external parties and at conferences and international meetings
  • Representing the UIC at various EU commissions, meetings and high-level working groups (GRB, JPCR…)

Activities

  • Visioning and strategic planning in support of UIC Members’ goals.
  • Definition of Rail System Department strategy.
  • Coordination of Rail System Forum Strategy
  • Programme Management.
  • Project and budget preparation and control.
  • Team management.
  • Chairmanship of Steering Groups and Projects.
  • Presentations and reports to UIC statutory bodies.
  • Representation of UIC in various external bodies

Scope of autonomy and responsibility
Full autonomy and responsibility for the running of the Department, reporting directly to the Director General of UIC.

Specifics of the position (optional)

The job requires a high level of strategic vision, railway system vision, motivation and drive in order to gain broad acceptance for ideas and innovative concepts among a peer group of highly professional railway managers and senior railway executives.

Education, experience and skills required for the position

Diploma

  • University graduate with engineering and business skills/engineering school

Professional experience

  • A broad understanding of the Railways “business” and “rail system vision” is essential in order to drive programs, set priorities and separate the essential from the non-essential issues
  • An international experience is essential

Skills and qualities required

  • Communication and social skills to manage a multidisciplinary team of about 7-9 permanent staff and around 25 external staff on projects
  • Management and business skills to manage numerous multidisciplinary projects
  • Drive and strategic vision and the necessary energy to succeed in an area where much of the success depends upon the voluntary participation of members to achieve common goals
  • Excellent command of the English language

Job conditions

The engagement will be either:

  • On a secondment basis from a UIC Member Railway for a two-year period with possible reconduction and based in Paris.
  • On the basis of a permanent contract (French CDI).
  • Gross salary between 110 k and 140k depending on profile.
  • Other conditions will be discussed directly with candidates who meet the job requirements and are called to interview.
